As dictated by u/ReactsWithWords, this floor is the NPC housing floor. Each NPC gets the equivalent of a hotel room where they can sleep, do basic hygiene stuff, and store their personal belongings. There’s also a cafeteria here for them. If any Tower member chooses to live in one of the rooms or eat in the cafeteria (the food is pretty good, though nothing to write home about) they are welcome to. And being NPCs, nobody is going to ask you why.
UPDATE: Many (but not all) NPCs have moved out of this floor and onto Floor 2525
