As dictated by u/ReactsWithWords, this floor is the NPC floor. Here’s where the NPCs – the ones who clean the place, work in the stores, restaurants, etc, and do the general low-level Tower administration and maintenance come to take a break. Here’s also where the offices are for NPC administration, and a couple of conference rooms for training. Naturally, any Tower resident who wants to do any of these jobs is welcome to, but these are for the jobs that need to be done that nobody wants to do.
