As dictated by u/D3vilUkn0w, this floor is a high end cocktail bar. It has a large circular polished oak bar in the centre and comfortable lounge chairs, couches, and overstuffed single seat chairs arranged around coffee tables surrounding the bar like various living room setups. The floor is covered in dark blue carpet. The bar is somehow always half full, regardless of when you visit. The dress code is upscale, with male guests wearing jackets, matching suit pants, and dress shirts (but no tie) and women wearing cocktail dresses or ankle length pants with a semi-formal chiffon blouse.
The waitstaff are all exotic looking cat-people that resemble Khajiit, and the bartender is Anders Erickson. They have impeccable manners and work efficiently and quietly. The lighting is set to a comfortable and low intensity/intimate setting, with light swing music or jazz playing in the background, except for at midnight where a single random sea shanty is played and everyone must drink a small cup of high quality mead or rum. If you refuse, a team of polished steel clad robots appear and very politely beat you with soft green pillows for exactly one minute and three seconds. If you ever become too inebriated and pass out, you somehow always wake up in a small chalet in the Swiss countryside.
