As dictated by u/ReactsWithWords, this is the library portal floor. It is NOT a library itself (although it has a reference shelf and complete encyclopaedia). Rather, it is a connecting point to all the public libraries in the Tower. Note: it does NOT connect to private libraries in peoples’ Tower homes.
Finally, a reminder that this floor is not a library itself, but it does have plenty of free books, magazines, and more other archives than you can possibly read in 10 lifetimes. As well as Bruno, a black long-haired cat, wandering around and loves to be pet.
