I believe that this floor is best described by u/Ematio as follows:

Floor 27 appears to be a library. A warm glow from a fireplace greets you. Books are neatly organised on various shelves. A portrait hangs on a wall near the entrance – perhaps this elegant young lady is/ was the librarian. She’s nowhere to be found.
A pile of books and magazines are strewn in a pile under a hand-written sign reading “Returns”.
In the centre of the floor is a small self-serve coffee and tea area, with tables for folks to gather and exchange ideas. On one table you see a sheet of paper. Off to the side you see a kitchen, where someone has recently baked cupcakes, with pink icing. There’s a large number of cupcakes, I’m sure they wouldn’t mind if you take just one.
In one corner is a small shrine dedicated to Sarenrae. You find that curious – isn’t Iuon, the Knowing Mistress, the patroness of most libraries? What’s a temple to the Everlight doing here?
On a desk in another dusty corner, lit by a dim lantern, you find a thin book bound by thin wire, with a “Spoilers” label on the front. It appears to be an unfinished work. You think to yourself… is that a Spiral Notebook? The book doesn’t pique your interest. You continue on.
A simple blue curtain blocks your path. Perhaps you’re curious what’s behind it? Then perhaps, you’re not. Yeah, let’s turn back. Enjoy the tea and cupcakes!?
Additionally, there is a teleporter that you can take if you wish to go to Floor 75
