As dictated by u/ImmaRussian, this floor is mostly short-term-lease office space, but he and a group of people (he never stated who) are planning to develop it as a private-public partnership eventually; they want it to be a space that serves the public in some creative way. They’re looking into turning it into a music venue, but they’re going to need to address some engineering concerns relating to sound-proofing and insulation in order to not bother the people on floors 2 and 4.
Additionally, he’s not sure if this place has an elevator or just a lot of stairs, but they claimed that they’re going to need to do some studies to see what kind of capacity they’ll be able to have for fire safety purposes, though I have independently confirmed that this floor complies to all fire safety regulations. In his own words, floor 3 is kind of a work in progress.
On February 14, 2023, he stated the following:
We have obtained a liquor licence from the Spiral Food and Drug Administration; we just have to build the venue now! We had a sound engineer come by today to see about soundproofing; we’re not going to be able to make this a concert hall necessarily, but we can sound-proof enough to do some sort of low key acoustic or lightly amplified performances. We’re contracting my brother’s wife’s uncle’s friend Irina to design the bar and a super chill seating area with a stage nearby.
I can confirm that the venue has been built and is operational, so if you wish to visit it, you can do so without worrying about if it’s finished yet or not. Additionally, the sound-proofing and insulation are in working order according to the inspector I recently talked with, so there are no worries about those.
