As dictated by u/MisanthropicScott, this floor is dedicated for birdwatching. There’s several balconies at different elevations, for looking at different birds at different locations. On the inside of the tower they are all at the same elevation thanks to space-bending technology. As stated by MisanthropicScott, it should be especially nice during spring and fall migrations. He keeps an extra pair of binoculars handy for those who wish to join him, and there are many more inside.
